Deputy Prime Minister and Justice Minister Stefan Harabin is sending to the Cabinet an analysis of the impact that Slovak court organizational structure reform---valid as of January 1, 2005---has on the Slovak judiciary. As part of the reform, carried out under the leadership of former Justice Minister Daniel Lipsic, ten district courts were dissolved and their competencies were transferred to neighboring, bigger district courts. The analysis suggests that the organizational change to the court system, based on the merger of some district courts, put citizens of affected districts at a disadvantage, as implementation of their basic rights guaranteed by the constitution and international conventions was obstructed. The analysis doubts whether the reformed court system is able to secure full functionality of the judiciary in realistic conditions.
The Justice Ministry proposes to resume activities of the seven dissolved district courts that were merged with other district courts under the optimizing scheme for the judicial system as of January 1, 2005. According to Mr. Harabin's analysis, the reopened courts would need more than SKK 268 million in 2008-2010.
